| The Council hereby approves the policy for the continuing education courses to be approved by the Executive Director. This Policy is a companion policy to the Policy on Continuing Education Requirements. |

|
|
|
|
1. |
(a) |
In this Policy, |
|
|
|
(i) |
"authorization" means any of the real estate authorizations referred to in Section 3 of the Rules; |
|
|
|
(ii) |
"real estate practitioner" means a real estate agent, a real estate broker designated representative or a real estate salesperson; |
|
|
|
(iii) |
"two-year period" means the period from October 1, 1995 to September 30, 1997 or any successive two-year period thereafter. |
|
|
(b) |
Terms that are defined in the Real Estate Act and Rules have the same meaning when they are used in this Policy. |
|
2. |
The continuing education courses for real estate practitioners approved by the Executive Director shall constitute the Post-Licensing Accreditation Program of the Real Estate Council of Alberta |
|
3. |
(a) |
In deciding whether to approve a continuing education course for real estate practitioners, the Executive Director may take into account the following purposes: |
|
|
|
(i) |
the protection of members of the general public in real estate transactions; |
|
|
|
(ii) |
the development of the competence and professionalism of real estate practitioners; and |
|
|
|
(iii) |
any other purposes that the Executive Director considers useful for real estate practitioners and applicable to the real estate industry. |
|
|
(b) |
For example purposes only, some appropriate topic areas of continuing education courses for real estate practitioners are set out in Schedule "A" to this Policy. |
|
4. |
(a) |
Each continuing education course for real estate practitioners shall have: |
|
|
|
(i) |
content suitable for practising real estate practitioners; |
|
|
|
(ii) |
at least 3 hours of instruction; |
|
|
|
(iii) |
a course outline, course objectives and a lesson plan consisting of a set of topics and the amount of time to be allocated to each topic. |
|
|
(b) |
Unless the Executive Director authorizes otherwise, real estate practitioners may receive up to a maximum of 6 credits per day for each continuing education course. |
|
5. |
Only the following bodies or persons may offer approved continuing education courses: |
|
|
(a) |
publicly recognized continuing education institutions; |
|
|
(b) |
industry recognized real estate-related institutes and associations; |
|
|
(c) |
individuals who have been approved by the Executive Director as having the requisite experience and training to offer a continuing education course for real estate practitioners; and |
|
|
(d) |
any other body or person approved by the Executive Director as having the requisite expertise and training to offer a continuing education course for real estate practitioners. |

6. |
(a) |
Instructors of approved continuing education courses for real estate practitioners shall have appropriate teaching experience or shall have completed an instructor training program approved by the Executive Director. |
|
|
(b) |
The Executive Director may refuse to allow a person to be an instructor of an approved continuing education course for real estate practitioners if, in the opinion of the Executive Director, that person is not suitable to teach that course. |
|
7. |
The Executive Director may approve the use of distant learning methods for the teaching of those approved continuing education courses that are suitable to this form of learning. |
|
8. |
The Executive Director may appoint inspectors to audit any approved continuing education course for real estate practitioners, and the Executive Director may withdraw his approval of a course, if in the opinion of the Executive Director, the inspector's report shows serious deficiencies in the delivery of that course. |

9. |
(a) |
An institution, institute, association or individual who wishes to apply for approval of a continuing education course in any two-year period shall apply in a form prescribed by the Executive Director. |
|
|
(b) |
The application shall be accompanied by the following: |
|
|
|
(i) |
a lesson plan consisting of a set of topics and the amount of time to be allocated to each topic; |
|
|
|
(ii) |
the curriculum vitae of the instructor; |
|
|
|
(iii) |
the prescribed fee. |

10. |
The prescribed fee for approval of a continuing education course is $50.00. |
